Philipp Kauppert, director de la Friedrich-Ebert-Stiftung (FES) en Bolivia, abrió el evento reflexionando sobre la relación entre “Democracia” y “Estado”. Partiendo de que “muchas veces confundimos entre democracia y estado cuando queremos hablar de una de las dos categorías”, más bien habría que investigar la relación entre las dos y sus impactos respectivos.
Moira Zuazo, editora del libro, utilizó una mirada neo-institucionalista para intentar de comprender la “construcción de institucionalidad a nivel sub-nacional”, y analizar los avances realizados y los desafíos pendientes. Esta mirada incluye reglas y normas desde la sociedad boliviana, más allá de las instituciones formales. Fernando Mayorga, uno de los autores del libro, afirmó la importancia de la publicación y el proceso de investigación y diálogo académico que había organizado la FES en los últimos años. Sin embargo, en el contexto de la descentralización y la re-configuración de poderes, mencionó que vivimos en “un estado sobre el cual sabemos muy poco”, y finalmente Ernesto Pérez de Rada, integrante del Programa de las Naciones Unidas para el Desarrollo (PNUD), destacó la relevancia de investigar la política sub-nacional. Enfatizó que “más allá d partidos y elecciones, son sistemas y cultural políticas diferentes”, con otras lógicas y caminos a futuro.
A partir de 2014, la FES reunió a intelectuales bolivianos que trabajan el tema con la tarea y el desafío de pensar cómo había cambiado el orden político en sus regiones a cinco años de implementada la nueva Constitución. Estos documentos de estudio de las dinámicas departamentales, elaborados a mediados de 2015, fueron sometidos a un proceso de diálogo entre los autores.
